Tricky one without remoting into your PC and having a butchers but I suspect one of the following:

1. You're logged in as a "Limited User" rather than with an admin account.
2. The "Application Managment" service is disabled (check by going start>run>services.msc) set it to manual.
3. Your registry is fucked.
4. Something even whackier is fucked.

Check the first two and if you still have problems, check your event log for anything pertaining to Application Managment or permissions problems (or anything else so long as it isn't obviously unrelated) and let me know what you find (dump the log and pm me with it if necessary).

In all fairness, if 1 or 2 aint the answer you're possibly looking at a reinstall of Windows.

I get a windows installer window popup like this...

it flashes up a few times but the app still loads anyways.

Check your PC for weird shit using HiJackThis and a decent trojan/malware/virus scanner cos either your PC is beyond cunted (see my previous answer) or something is possibly "hooked" into your PC that is attempting to launch with certain types of application. You could also attempt to re-install Windows Installer:

2. In the Command Prompt window type the following:

attrib -r -s -h
c:\windows\system32\dllcache
cd c:\windows\system32\
ren msi.dll msi.old
ren msiexec.exe msiexec.old
ren msihnd.dll msihnd.old

3. After Exiting from the Command Window Reboot your PC
Or re-install Service Pack 2

Did you find anything in the event log that looked troublesome (start>run>eventvwr)?

So, in summary... Either you're infected with some hideous malware that has spannered the Windows Installer and is hooked into the registry so that it attempts to launch whenever you launch an application or Windows Installer (or worse) is bent beyond recognition and you need to take a hammer to your OS.

Creatine will help bulk you up so long as you stick to the work-out routine, otherwise you'll just turn into a fat fuck

Reinstall WINDOWS xp all sorted now (almost)
one more thing...

When I'm in a folder looking at files i click
View > Details (coz that's the way i like it.

But for some reason its not remembering and keeps reverting back to fisherPrice looking Large Icons.

Can i set windows to Default at Right click > View > Details > Left Click ?

Tools > Folder Options > View > Advanced Settings > Remember each folder's view settings

(If you currently have a folder open in details view, and want all floders to open this way, click "Apply to All Folders")

But winrar takes a FUCKING dogs age to unrar anything.
i mean HOURS,,, just to get to 10% is a mission.

ok granted they are 4gb .iso's but it never took this long when the PC was clogged with shit PRE-reinstall of windows.
