Yes, it is a reencode, but it still looks pretty good.

Limited movies rarely see a good ts/tc release. And you wont be seeing one for this movie now. Get the workprint its perfecto.

now, back to the main point: where is that mystery DVDR version listed and/or reviewed? or is there no such thing and this is actually a re-encode of the DivX workprint, and not some mysterious dvdr version?

I'm honestly not sure when it became a nuke reason to re-encode somebody else's release. TDX2004 allows it (although that's for divx, as long as the dvdr isn't compressed) and it's pretty common practice.
