Short Film

I can't remember the name of this short film, My parents had it on VHS in the early-mid 80's. If I recall the actor correctly it was Judge Reinhold. I remember it being freaking halarious.

Here's what I recall of it, Judge Reinhold's character puts sleeping pills in a couple of steaks and give them to the neighbors dogs. and at the end one of the neighbors dogs is tied up to balloons and before the credits role you see the dog floating off.

I know this isn't the best description, but I'm wondering if anyone knows what I'm talking about or even seen it. I tried looking it up on IMDB and I couldn't find it.
