if i click on a window its highlighted.... then poof its not
if i click in a text box theres a flashing cursor, then i may get one or two keystrokes then poof its like the mouse clicked out of that box
i have to click back in the box to keep typing.
if i click 'Start' it pops up, then poof its closes.

Danimal39, you have to remember Arthur is computer illiterate. Surprised he can even turn it on every morning.
Arthur he's telling you to go to the Run command in Start menu, and "run" (type) msconfig. Then go the startup tab and click on the disable all. Reboot and see if the problem has gone away. If so then something in your startup (ie. a program) is causing your problem. It's a little time consuming but you can go back and enable each one one at a time, rebooting after each one to see which startup program cause the problem (if any of them do)
If you want us to help you with your startup, get HiJackThis ( http://www.trendsecure.com/portal/e...ckthis/download ), run it, and post the log here. We can take a look and see if any programs in your startup may be causing your problem.
Also, run your anti-virus/malware/spyware program(s) just to make sure.
Laptop or PC? How is the mouse connected - wired/wireless/bluetooth?
^^ thats the one thing I would be worried about, the blue tooth connect if he has one
Yeah I have a very expensive MS bluetooth keyboard and mouse, and they're always fucking up. Dropped connections, poor battery life, rape themselves whenever I make a phone call etc - fucking useless for the money.

Run ccleaner and defrag hard drive.
They could clear themselves up within ten minutes, it depends on what the local devices are doing. If his phone polls for a few minutes every four hours, for example, that could explain some of it. Or else it might be losing and reestablishing a connection.
Could also be hair in the laser of the mouse.
if you have a second display (tv or monitor) connected, make sure nothing is showing up on that during startup.
a friend of mine was having a similar issue and we found his firewall alerts were popping up on the secondary display stealing the mouse focus. several update programs he hadn't disabled were running but being blocked.
could also try popping up the taskmanager and sorting by cpu usage to see if anything is running you don't recognize
