ch.w.d.f group

this group is not considered as a scene group in my country, this is a polish group, but there are people from <snip>, and it is just a group of <snip>
so my question is if this is a site with only scene releases why i can find here releases from non scene group ch.w.d.f ?
or this is a site with non scene releases either ?
