I need to know the best settings to encode my DIVX

I need to know the best settings to encode video file (<=2 hours of time) , + cropping Y1 Y2 = 31
in the size of 600 to 700 mb

HOW I DO THIS PLZ

NOTE : I USE NOW POCKETDIVX to Encode the divx
