N/A Ratings...Why so many:(

I have found an over-abundance of N/A Audio/Video/Ppl's Inconsequential Opinions in the Ratings column. I have found these to be of huge value. Why are they not checked by the ppl releasing them and rated accordingly, with others voting, averaging out after? Am I out to lunch here? Why would anyone bother a d/l without a quality check? The service then becomes a glorified link to another service. Too bad.

You never heard of samples then?
