Not sure on specific menus but you can add menus of your choice using TMPGEnc. It has several templates.

Different authoring applications require different structure and file types for their menus...so the short answer to your question is no.
Most enduser type applications will have a template based menu building system(like the one mentioned above). If you are using a "pro-summer" or professional authoring program then you can create your menu assets in photoshop and import them to build your menu. Or you can use a lil program called DVD menu studio in which you can create complete menus for import to specific authoring apps or you can create a generic(structure wise) menu for import to whatever app you are using as long as it supports externally created menus.
It pretty much depends on what app you are using to create your dvds.
