Angry Have I got lagging/skipping?

When I play some movies, dvdr's or svcd's on my DVD player some will skip frames every couple of seconds for the full film, is this lagging? if so what can I do. I dont think its the media of blanks cause I,ve got loads of films on the same brand disks and some play fine. Hope its not the DVD player. Red Dragon has this problem and I've tried it on VCD and SVCD(DVDr).
Any help please.

burning software/what speed burnt

Its a Goodmans 3600PK, I dont burn my own DVD's yet, everything I get comes from the net on different brand media, I tried reburning a 'skipping film' with my Plex 24 CD writer using Nero but it played exactly the same, I hope I'm not confusing my problem, it seems to jump a couple of frames every 5 secs or so, or go into fast forward briefly, this is the best way I can explain the prob.
Any help be apprec.

1st step, try burning at lower speed (try 4x) and better CD-R media...
