best way divx to svcd to dvd

ok lets say i get the itsnotme charlie choc it 2 cds divx , but i want to straight convert it to svcd on around 3 cds like the nbp release but hopefully better quality , what is the best program for this because all the programs i have want to convert it but the size id like 6 gig, i want to keep it as small as possible ie:2.5 gigs and try to keep its quality, is it possible and if so what program will do this as svcd2dvd & santa just fits it to dvd but thats 4.4 gigs and i would like smaller. so i then have to use dvd shrink to make it smaller but now i am losing the quality
