locked out

A friend asked me...

his family PC has a few user accounts on his xp machine
but no one can remember their password.
he can log in under 'Guest' but he
wants to be able to install or remove programs
better still he wants to delete or modify the existing accounts.

is there any way to get back in with admin privileges and regain control?
