SVCD to NTSC DVD Standard

I have been encoding and reencoding for years... I'm no wiz, but I have a very good grasp of most encoding techniques...

Here is my question...

I don't have scads of time to tweak and peak the video output to acheive optimum effects or use multiple specilaty programs... That's why I prefer the TMPGEnc Suite... I really like the ease of TMPG Express... I can set the bit rate slider to 32%, set the Res to 720x480 (Locked) and batch several video files in a day (2 pass) (3 Movies per DVD)... It gives me acceptable quality for what I'm looking for... But lately, when I set the batch and run it, over HALF of the videos never complete or they freeze part way through, then resume, missing sizable chunks of the movie! It usually only happens once or twice in a movie... I can then go to the spot in the movie that is bad and cut out the offending frames. Then if I reencode, it goes all the way through but with a chunk missing. (Here comes the question.. I promise...)

I have disabled Detect Scene Changes and have had some luck that way, but its still not perfect. A) Has anyone else had this problem as of late, and 2) Is there an easy way to avoid all the extra steps and just have the damn thing encode? Is there a better utility? (SVCD2DVD is unacceptable)

PS... If I go 48% on the bitrate slider (Scene Detection Off), I seldom ever have the problem, but it only gives me 2 movies per DVD and I'm a stingey SOB...
