how do i make a huge avi file into lots of little rar files, like the ones you can download (r01 r02 r03 etc)

WinRAR will break it for you, just specify the "split" size.

Agreed, set the compression method to STORE rather than compress.

command line would look like this:

rar a -v15000000b -m0 -vn file.rar file.avi

The -m0 is the flag for AVOIDING COMPRESSION.
