I does vcdgear support mpeg1 to dvd. I am looking for a program that can demux(?) the mpeg file so that the audio is compatible with dvd burning/playback. I do not want to recode it.

DVDs are mpeg2 so you will HAVE to re-encode.

just burn it as VCD and if your dvd player cant handel that for some reason....go out and buy a $20 dvd player
