sin city encode problems

hello, i had hte same problem with the ring 2, when i try to encode it , it has these big lines run acorss the screen anytime any motion is shown on the screen, Ive tried seeting it to enterlace and progressive and whatever, im useing 2 pass encode, and oh yeah im useing tmpeg xpress

What you're describing is interlacing.. this should only be apparent on your computer (which has a progressive display), but should vanish when you watch it on a TV.

I am useing tmpeg xpress to convert it to a dvd mpeg, no, it shows up both on tv and computer monitor.

Something wrong with your interlacing settings, then. The source is PAL progressive.. if you're trying to spit out an NTSC DVD file, that could be where the trouble is coming from. I don't make DVDs, so I'm unfamiliar with that process of re-encode.
