choppy framerate
Is there any way to correct choppy framerate issues?
Buy a faster PC.
I should have known i was gonna get a stupid response. Let me rephrase the question so even the dumb can understand.
Is there a way, to take a source mpeg that has a poor framerate(jerkiness), and smooth it out, so the framerate looks normal and not all jerky.
this will answer every encoding question you will ever have.

Sounds like you're dealing with an un-normal framerate. ie around 20fps?
A speed up would mess up the audio.
I guess you should grab a proper version.
