my vcr is from u.s.,my vhs tape is in pal i have a capture device going into the vcr of course i can't see what it is playing I am using vlc as a player.My question is is there anything I can do to get this to work?.
You're not very clear in what you're asking. Am I right in saying the following?...
1. You have a PAL VHS tape
2. You have an NTSC VCR
3. You want to playback the PAL tape via the VCR and capture it to the PC
If that's the case, I suspect you'll need a VCR which is PAL compatible otherwise it'll roll and you'll get B/W video and the capture card will probably need to be told to expect a PAL signal... I could be wrong though, I'm in a PAL region but the principal is the same over here.
If I've misunderstood, I blame you... Your question is as clear as mud 
sorry about the explaination but you got it I guess I will have to get a VCR that plays pal tapes!.
