interlaced dvd-r

Hi guys, I have downloaded

Stewie.Griffin.The.Untold.Story.The.Family.Guy.Movie.NTSC.DVDR.iNTERNAL-iND

and found the file to be interlaced. What program can I use and how can I use it to de-interlace the mpg. Thanks a lot.
