Use the FAQ, Luke.
I noticed that there's a sticky announcement with some FAQ's in it, but there is also a button in the top button bar with FAQ on it. The button pulls up vBulletin usage FAQ's, but if possible, it seems like a good place to add topic-related FAQs (VCD being the topic in this case.
If vBulletin doesn't have an admin function for those FAQs, I would imagine you could directly edit the underlying MySQL tables (look for phpMyAdmin for a good open source MySQL admin tool).
Another suggestion might be a survey/discussion of CDR media. It seems that the color of the blanks has a lot to do with the ability of the DVD player to read the VCD (I've had trouble with darker blue/green CDR's more than with the silver and gold types).
One last question: Is it your service provider that is requiring such strict censoring on specific VCD postings? It seems a little drastic that mentioning a newsgroup or IRC channel would get you closed down. If that were the case, then Google would have shut down ages ago. It would be unfortunate if they were to hamper your ability to communicate like that. There are a few DSL providers left that allow you to run servers, if you ever wanted to self-host your site. (This is in the US, so the point may be moot if you are outside the US.)

well, we're running a kinda questionable site so I dont want to give anyone any reason to try to shut me down.. so thats why the strict no requesting/giving out places to download rules..
I hosted the site on a dsl line at one point.. but where i live the fasted upload speed i can get on a dsl line is 384k.. and the site is using about twice that amount right now.. and the site is colocated on my own servers at an isp who told me they dont care at all what i do with the bandwith i buy..
