Ok movie but the retail was released last year and this version is wasting internet bandwith

You are refering to the R2 release made available in February of this year. This is the R1 release.

In reference to this release...Aaaaargh! Doesn't any group out there know what their doing anymore? There's a 490Mb chuck of blank video in the menu. That's more than 10% wasted.
Am I off base here? Do scene rules prohibit the removal of items from menus? Is that why this hugh 490Mb chunk is part of this release?
