from the sample...wow this is pretty bad, probably going to be nuked. There appears to be something wrong with the FPS.

His comment is valid yours isnt.

Well if it was IVTC'd then it wouldn't be encoded at 29.97fps would it... This has dupe frames all over it = no IVTC, not that there is any real way to recreate 24 progressive fps from an NTSC interlaced cam source.

Audio OK, Video from some poor silver source I presume that they should have at least tried to decimate rather than produce an encode with duplicate frames all over it

Not much to add with the comments, but the audio being direct is good. Maybe someone could find a frenchy version and use their video. Video is a bit dark, but hey I've seen a lot worse and since TSs are getting rare lately, thanks for the effort.
