Actually, even though I'm totally arse at Photoshop/Gimp/whatever editing (because I have no artistic talent) but I have had some luck with B&W photos before... They're surprisingly easy and can normally be fixed with clever use of the clone tool to remove scratches and a couple of filters to sharpen it a bit when you're done.
No specific tips from me then, but if you have patience, B&W pics are pretty easy to do without using any of the complicated shit
::EDIT:: Is that a picture of a photo or do the subjects have horrendously malformed heads?
Don't you have access to a scanner?
err....
it was taken on a phone camera and emailed to me.
its on an angle which didnt help the cause
Thats a photo of my grandparents which if anyone can remember the family tree I was scraping together?
anyway, thats the only one of my grandma that i have been able to get hold of.

Erm... Go back to whoever sent it and get em to shove it up a scanner. The odds on you improving that pic are marginally worse than ELJ not sniffing his finger after scratching his arse
far to blurry to do anything with im afraid. If you tried to mess with Skew etc to make it look flat then you will have height issues.
Desperatly needs scanning or at last on a flat surface witha STILL camera.
