FYI, I recently picked up a Mintek DVD-3610 3-disc DVD changer, and am happy to report that is has played everything I have tried so far.

This includes VCD, SVCD (NTSC and PAL), DVD-Video (on DVD-R, DVD-RW, DVD+R, and DVD+RW), mp3 (on CD-RW), and SVCD (NTSC) MPG on DVD+RW.

It was on sale for $49.99 at my local Fry's Electronics, which I believe is the most inexpensive changer on the market currently that seems to support the "minimum" formats and media.
