Anything that was originally shot to film - e.g. movies or primetime TV shows - should be IVTCed and encoded as progressive.
For material recorded on video, like sports broadcasts or your own camcorder footage, then you can leave as interlaced if you will only be watching on a TV. It'll look smoother and more detailed. You might however want to de-interlace if the output is intended for watching on a PC, but depending on how well this is done you may get unnatural movement, blurring, etc.
