'Better' tv rules

Every release is supposed to conform to the xvid scene rules ...

Many TV eps are exactly 350meg so that 2 eps can be put on a CD. But who backs up on CD these days ? I myself like to burn a single ep on a CDRW then watch this on my dvd player on my tv. But it only half uses the CDRW, theres room for more quality in there if the tv eps needs it, and they often do .. But at the same time, if it doesn't need 350meg why should it be upsampled to fit that filesize ? (yes this happens too sometimes)

A better idea .. (warning gets bit technical ;p)

Encode with a fixed quantizer for I/P frames for example 2.
Then (as usual) encode B frames with a higher quant, say 4. This wil produce pretty much the best quality encodes possible with the source. The stream will be VBR but you wont know exactly how big it will be. Doing this will ensure a constant quality. A serious flaw with a lot of the TV encodes is, they are like 4 or 5 encodes stuck together. The first 5 mins of a TV ep might need a lot of bitrate and the rest not a lot (i've seen eps like this before ..)
The problem here is, the first part doesn't get enough bitrate, whilst the rest of the video gets too much. Ie it's a real shitty 2 pass encode. If you fired up a quantiser analyser on this video you would see frames in the latter part of the video being encoded with quantiser 1. (This basically means its padding out the bitrate with no quality increase ..) And the beginning of the video will be starved of bitrate.

Advantages of encoding with fixed quantiser ..:
1. Better quality video
2. No padding of the bitrate to make it fit desired bitrate
3. Potentially smaller file sizes
4. Less prone to quality problems when TV eps are encoded in chunks then put together (as i have described above).
5. Can be encoded faster (in 1 pass as we are using a constant quantiser).

Disadvantages:
1. The video could be larger
2. Putting 2 on a CD might not work anymore.

My next issue is ..
The max resolution. Pretty much every hardware player out there can handle 720x576 and 720x480 for NTSC resolution. In fact i challenge anyone to find one which doesn't. Maybe 1 or 2 first gen players couldn't handle this, but every divx certified player has to handle 720x. So why can't rips use this resolution ?

Perfect res for widescreen using standard def is
720x400 Yet lots of rips are like 608x336. Theres quite a bit more room using standard def for more quality if we move away from the 2 rips per CD limit..
