Is there a way to tell if a release is NTSC or PAL before dowloading the whole thing?

yes...nfo files are your friend and since this is newbie section ill tell you what to look for.

divx/xvid will tell you framerate:
29.970 and 23.976 = NTSC
25 = PAL

VCD SVCD may just tell you resolution:
vcd -
352x240 = NTSC
352x288 = PAL

svcd -
480x480 = NTSC
480x576 = PAL

DVDR should have NTSC/PAL in directory name or AT LEAST in nfo, if not check the res. Vertical resolution is same as svcd: 480 and 576

If you simply cannot find it in the nfo or directory name...youll have to download the sample and check your player for the res., or for divx/xvid open the sample in Gspot to find the hidden knowledge you seek =p

i agree use gpot it will tell you what format it's in and if you have the right codecs installed

avicodec is another straightforward program for checking format that is worth mentioning.
