Newbie help, VCD to DVD with nero.

Hey im new to the DVD buring scene.
I have some VCD/svcd movies on my HD that i want to burn onto a DVD. When i go to make a dvd movie in nero and add both mpeg files witch are around 697 mbs each, The file size increases so much that it wont fit on the DVD.
Is this because its converting it to mpeg2?

Even if so it seems like its alot larger than it should be. Is there a way in nero to get the file size smaller and maintain quality, or another good (free) encoding program i should use?

I have just discovered the best quality, extended play, super long play ect settings in nero. And the worst quality one makes it so it just fits onto the DVD, but will the quality be crappy?
