Fullscreen to 16:9

Can someone suggest a good program to convert full screen releases ::cough,episode III,cough:: to 16:9, a post in that forum suggest TMPGENC, but when I tried it, it would not allow me to open it.. any suggestions?? thanks.

"here's how you can fix the ar with ifoedit:

Click “Open” and browse to the “VIDEO_TS” folder and load “VTS_01_0.IFO” when loaded, in the top window, click on “VTSI_MAT” then in the bottom window, double click on “0000200” a pop-up window will appear where you can change the Aspect Ratio, you should also tick “Automatic Letterboxed”
(Just open each IFO, find any reference to 4:3, and change it to 16:9. You should also select 'Automatic Letterboxed' too. Make sure you save each IFO when your finished.)"
