They are the regions for the DVD. Here is a list.

REGION 1 -- USA, Canada
REGION 2 -- Japan, Europe, South Africa, Middle East, Greenland
REGION 3 -- S.Korea, Taiwan, Hong Kong, Parts of South East Asia
REGION 4 -- Australia, New Zealand, Latin America (including Mexico)
REGION 5 -- Eastern Europe, Russia, India, Africa
REGION 6 -- China
REGION 0 or REGION ALL

So if you bought a R1 dvd and tried to play it in a UK dvd player it would nto play because R1 is for USA and Canada.

Basically Subtitles are different between regions , English *usually* being the main Subs with others languages behind them. Also the Menu is different.

Other then that , people Claim Region 1 is more crisp then Region 3 but i cant really see the difference :|

So if you dont care about the subtitles, and dont mind chinese language in Menu , Region 3 Asian DVD could be just as good as Region 1 (north america) DVD

Region coding is to prevent people importing a DVD from another country, then being able to play it on their DVD player. It's to do with marketing etc. Distributors want to stagnate the release of DVD's so they can get the most out of the product. They release in one country first (usually the US) then release in another "region" of the Earth to maximize the amount of money they can get. Also gotta keep in mind the impact releasing the DVD would have if the country it's in is just showing it in cinemas :P So yeah, region codes is all about controling things.

Someone touched on the "quality" (crispness) difference of R1 and R3. Just to note Region 1 and Region 3 has little affect on video/audio quality. Video for R1 (US) and R3 are encoded to 720 x 480, for example, because they use the NTSC system. Other countries like Australia and New Zealand (Region 4) use the PAL system which is 720 x 576 -- an immediate different in vertical resolution, which makes a lot of difference.

NTSC vs PAL has the most impact on audio/video differences. With PAL obviously being the superior of the two.
