How do they encode tv shows

I was expirmenting ...trying to encode mpeg2 from tv to xvid....How do they make it the 12 bit xvid..What apps are commonly used??

I've used vitrual dub...Do they use ffdshow or the xvid.org codec..Any specific settings used?
