They cannot be configged from within the game AFAIK.

Distributing game manuals is illegal unless you have permission from the copyright owner - you are therefore very unlikely to find many legal sites offering what you're after.

That said, if you search for the thread title in Google, you can find a site (first hit I think) that claims to have permission from many companies and is offering to remove manuals hosted without permission if the copyright owner asks them.

Legally it's a bit dubious so I haven't posted the link although they only have NHL 2000, 2001 and 2005 anyway (it might help).
