Just a thought.....
Probable port 80 is open (or search for it)for traffic, so if you set up a server outside campus.
You could set a http tunnel (port 80)up to this server, making virtual anything possible 
So setup a (ssh)server outside campus with 'normal' Internet connection.
Acces server by installing client on campus pc through http tunneling port 80.
Configure client to forward incoming / outgoing traffic
Configure your apps (browser etc) to server ip / localhost and listen to the port your client is forwarding too.
you could check winssh from bitvise.com.
