photoshop question

how would you change the color of a logo from black to red with out using the paint bucket?...i played around with "replace color" but i cant get it to do what i want...even though the pic is rgb no matter what color i choose...it is some shade of the greyscale

You could try hue/saturation [Ctrl+u]
Tick the colorize box and turn the brightness up so the black turns grey, then turn the saturation up.
Bound to be better ways but I haven't used photoshop in a while.

that actually worked but im looking for web colors...the replace color seems to be the right move but i cant get it to work properly

Check the 'mode' the file is in. >Image >mode. You can change the colors to indexed color. If you are changing a part of an image you can right click with the wand and choose a range of color with a color picker and it should select just that color then you can change the hue. If you don't want to change the hue, copy the selection and paste to a new layer, then you can select layer - style - color overly.
