You can't compare the bitrate of an AC-3 track on a DVD to the bitrate of an MP2 track on an SVCD. That's like saying, "well, this DIVX looks fine at 750 kbps for video, so we'll just encode this SVCD at 750 kbps for video."
On the other hand, I have no problem with 192 kbps for audio. I do it all the time when I encode Sopranos episodes that are pushing the 1 hour mark, since I'd rather have those bits for video, and I think the sound is great. And of course it's all played back through my receiver's amp, what, does everyone else just use the speakers in the TV?
I'd bet that this nuked 192 kbps audio sounds better than the unnuked crappy 224 kbps audio in the Femme Fatale proper.
