First off, the picture would have been much worse as a VCD. SVCD is just capable of coming closer to the quality of the original source. A VCD encode would have tried to encode all those flaws on the original, and would have given you a blocky, blurry mess (the way it usually does.)
If a site allows SVCD telesyncs, it would make sense that they'd allow SVCD cams also. Since the only difference between a TS and a cam is the audio, and since VCDs and SVCDs have the exact same audio quality, they shouldn't mind an SVCD cam.
