Personally I have a Supercard Lite for GBA compatability but if you don't care for running GBA games you can get away with just having a Slot-1 flashcart as opposed to a Slot-1 Passme and Slot-2 flashcart. If NDS games and homebrew are all you care about, check out the Supercard Slot-1 or M3 Simply. I don't know where you live but www.consoleplus.co.uk offer excellent service.
I'd recommend getting a flashcart that supports MicroSD memory cards and one that has the memory card slot in an easily accessible place (the Slot-2 M3 has the slot in the side meaning you have to remove the whole thing just to get to the mem card, for example).
There are no *fully* working NDS emulators for the PC but you could check out No$GBA which will run some roms and pretty much all homebrew. Ensata is the official Nintendo emu for developers and hard to get a hold of - dunno if it's any good either but the unnofficial line is "There are no decent DS Emus out for the PC"
There's plenty of RPGs out for the NDS but be sure to check out Final Fantasy (obviously), Children of Mana and harvest Moon... There's probably plenty of others but it's not really my preferred genre, sorry.
