Everything Neo does is pre-assembled in the construct before being jacked into the matrix. You don't see him bringing back the weapons or clothing from his jaunts, do you? Doesn't seem to make sense that he'd retain anything else from the construct, either. It's all part of his residual self-image.
Besides, we're mixing worlds here. Neo's was ravaged by machines. Cleric's was supermodified after a third and catastrophic world war. So either Neo is on the interval in Cleric's world, (adv. Cleric) or Cleric is still a battery in Neo's world (adv. Neo). All bets would be off, because they live in seperate worlds (so to speak) and a coexistence would be impossible.
But just to humor the thread, I vote for Cleric. Even though Neo can stop bullets, he doesn't do it often. We only see him do this when he his directly facing the enemy and somewhat prepared. After the Keymaker opens the door and Neo grabs Morpheus and flies towards the door, his back is turned and the agents are firing bullets. Seems a small miracle that he made it without taking a round or two, and he certainly didn't try to stop them.
And Gun-kata isn't merely standing a few paces away and shooting dead-on at your nemesis. Hell, Cleric took out a whole room in the dark without taking a single round himself. The Gun-Kata is said to increase firing efficiency of no less than 120%. The matrix agents couldn't even hit shit during the whole movie, leading me to believe that their weapon proficiency is no better than above-average.
Ahhh fuck it. Bruce Lee would own them both.
