No studio is going to master a DVD like this, especially not for a film that is obviously an oscar contender.
My guess would be that this was recorded onto something like SVHS and then recapped, but that is just a guess. I could be totally wrong as well.
I don't think it's interlaced, it's encoded at a progressive framerate(23.976). The black area on the sides is an encoding method of reducing what's actually encoded, and taking into account of overscan when viewed on a tv. On a tv you shouldn't see the black area. I think the reason it don't look so good as a dvdrip is the cappers probably used a resizer that softened it a lot.
as a dvdscr i'll rate it as:
