well, i think svcd is justified if the source is svhs, which some telecines are.
there is at least an argument (valid or not) for svcd TS's that were cammed to DV, since i suppose it's possible that there will be some improved quality squeezed out of the DV source (tho personally, i'm not convinced that whatever minor improvement there might be is worth the extra server space/bandwidth and compatability problems), but i see absolutely no justification whatsoever for svcd from vhs source, personally.
