I have to disagree with that, having been raised in a predominantly white area which was as full of chav scum then as it is now it's more mixed - probably around 7:3 I would estimate.
Socioeconomic issues which drive the safety/perception of a neighbourhood have very little to do with race, and more to do with conurbation. In the same way brits going to Spain will often choose to stay in an English speaking area, foreign nationals coming to live here temporarily or otherwise will also flock to their own community for the convenience it provides.
More to the point I haven't seen Spain, Australia, Canada etc lobbying to kick out the English who are coming over there and stealing their jobs/women/alcohol reserves. Is that because it's an issue of disliking skin colour more than race? Without immigrants bolstering our workforce we'd be in a worse position now than we are - and I don't hold with the benefits claiming crap either; I don't know a single person who has come to this country without either a good qualification, a job, or both.
