Okay, I was able to fix the audio.
As mentioned above, one channel of the audio is inverted, causing the mono signal to split into "fake stereo". At the same time, this is also killing off a lot of the bass. Why, I don't know.
Anyway, I ripped out the audio in VirtualDub (there were sync issues when I tried to convert it to DVD, so I was going to remix it), took the WAV into GoldWave (a free editor, well worth the download), selected the Left channel from start to 29:38.8, and Inverted it, just the left channel.
Not only does this remerge the sound into mono, but it also restores the bass!! The first half hour (including Blackout's attack at the military base) sounds just like the rest of the movie. So if you don't mind doing a bit of tweaking, it's quite easy to fix this.
Granted, this is something that 20th should have caught and fixed prior to release. It took me only about ten minutes.
