You could do what I did... My background was in programming but 9 years ago I moved into PC tech support but just the "numpty" stuff and worked up from there - nowadays I'm an enterprise admin on a huge network and earning a decent salary. Sure, working on technical helpdesks is hell but once you move away from the helpdesk to the back-end support desks you don't often deal with people over the phone. Agencies are also a pretty good way to get your foot in the door cos companies taking agency staff have less to lose and therefore are less likely to vet applicants based on qualifications (and often it's the agency doing the vetting anyway).
So yeah, look for a lowly tech support job and work up or join an agency. I suspect you'll have better luck with an agency though, I doubt many companies are employing right now 
For what it's worth, my qualifications are mostly shit but it doesn't stop me from being allowed to run amok on networks - I just had to wait a couple of years first
