im also looking at similar things, but i think i can help you somewhat
for a car, as long as its around 1.1 or 1.2 and something small you cant go wrong (e.g citroen saxo, ford fiesta, fiat punto etc). im going for a ford fiesta zetec somewhere around S or T reg myself...
dunno about insurance providers, but i've heard tesco are good, and so's that quotemehappy.com one, forgot the name.
a decent rate per driving lesson should be slightly under, or around £20 i think. the AA charge £22 but thats too much imo.
