That'd still create a compliant dvd (or a dvd mpeg file) and still involves some form of encoding. I think what he's after is just a way to burn multiple svcd's on to one dvd.
I had an old dvd player that just let you burn the 2 mpeg files on to a dvd and it'd read them fine. My current divx/dvd player lets me do it too.
Or you could just buy an xbox.
