If that sounds like your cup of tea, take a look at Evil Genius. Released in 2004 roughly, its not brand new so you could probably find it in a bargin bin somewhere. But it may pass away a few good hours of Spy Spoof megalomaniac empire building.
Screen shots dont really do the game justice, and the whole premise and genre of the game was brand new at the time, done very well and not repeated by anything since.
