avisynth wil do it for you... let's you really control it too. you shoudl be able to laod the avisynth script into TMPG, just make sure you also install the VFAPI plugin which enables you to import AVS-files. Basically, avisynth is a frameserver, and all the colour conversion would happen before the frames are even given to TMPG to convert to DVD.
avisynth has a .org site to find out what it can do and to download it (it's free). I'm not sure if I can post a link to it but you should be able to guess what it is. go to the filters to find out about colour brightness contrast, etc.
