You need a copy of WinRar to extract them (I was hoping that bit would be obvious). As for them all being named "the same" they're not... They all have three-character extensions on them, probably a .rar then .001 .002 .003 etc etc. Window's CAN be set to hide extensions for known file types, it's in the Tools > Folder Options > View settings in Windows Explorer (not Internet Explorer!).
Anyway, install WinRar and right-click the .rar file (or the .001 file if the .rar doesn't exists) and select extract - if it requires a password, you'll be prompted for it. Also, because the files are numbered sequentially, you only need to unrar the first file, it'll unrar the remainder itself.
Oh, and this has been answered before quite a few times, use the search option or I'll break your fingers 
Finally... If those rars really ARE password protected, wherever you're downloading from sucks fat, blistered, monkey-cocks
