as mentioned above, 23.976 is FILM framerate, not PAL.
FILM is a perfectly acceptable framerate & is in line with (S)VCD specs.
in fact, FILM often is better than NTSC, both because it doesn't have duped frames (because of pulldown) and therefore can be less 'jerky', but also because the bitrate is spread over a fewer number of frames and can therefore give a better quality image per frame.
this is not to say that this release had a better quality image than any other, just saying that there's nothing wrong with FILM frame rate. personally, i prefer FILM to NTSC (particularly in a VCD release).
