Just about any audio editing program has "de-hiss" filters. The one I use is NeroWAVEdit. You can rip the audio from the mpeg file using VirtualDUB, then open up NeroWAVEdit and load the WAV, then load the De-Hiss and Noise Reduction filters. It takes some time and trial and error to get it right, but once you do, I guess it's worth it. And you can always fiddle with your stereo system to get the buzzing and hiss to go away, usually you can just lower the treble a little bit and it goes away.
I forgot to add that after you fix the audio u need to re-multiplex it using TMPGEnc.
