In comparing this file to other Xvid releases, it was this "packing" setting that stood out as being different. Here's what I found on it:

Apparently some manufacturers have issued firmware upgrades for their standalone players so they handle this "packed" bitstream format. You might check and see if an upgrade is available for your model.
I myself have 2 standalone players I use MPEG4 Modifier ( http://www.moitah.net/ ) on any xvid/divx i download and remove the packets with this tools, only takes a min or so, there is a big thread over on http://forum.doom9.org/showthread.php?threadid=78050 that has plenty more info about it
This tool is a godsend for any standalone player user
